1. WATER CONNECTION
(A) WHERE CAN BE APPLIED / WHO CAN APPLIED

  1. A regular connection shall be considered, on receipt of an application in the prescribed format as provided in Annexure-I of Schedule-I hereto along with requisite documents and fees as prescribed in Annexure-II of Schedule-I.
  2. Application may be made by the owner/occupier of a property once the construction is completed in that property or by the owner/occupier of such premises where Board has provided/ extended water distribution system in that area after the construction provided that such construction is authorized one.
  3. No person is authorized or allowed to draw water from Board’s water system by any means other than through sanctioned water connection.
  4. No regular connection will be allowed in a vacant plot/piece of land.
  5. No individual connection will be sanctioned to any flat or house in a co-operative group housing society/ apartment complex or other domestic/non-domestic complexes where bulk connection either exists or is required to be given under the policy in force of the Board.
  6. No water connection will be sanctioned for the basement of any building.
  7. Individual water connection will be sanctioned for a single dwelling unit / floor subject to maximum of ten in a property.
  8. Assessment of technical feasibility and sanction of Bulk water connection will be the jurisdiction of Executive Engineer concerned. ZRO will forward the file accordingly after completing the formalities.

Water supply shall not be provided unless arrangement for proper disposal of Waste water exists.

(B) PROCEDURE:-
APPLICATIONS FROM CONSUMERS:-
All applications for new water and sewer connection, additional connection, change of size of connection, reopening and disconnection, replacement of water meter, mutation shall be made to the Zonal Revenue Officer in the formats prescribed in schedule-I.

  1. PROCEDURE FOR SANCTION OF WATER AND SEWER CONNECTION:-Any person who is resident of territorial jurisdiction of Board and where services are maintained by the Board, is eligible to apply for new connection under regulation 3 and 4, subject to following conditions:
  • Technical feasibility for providing services should exist.
  • Applicant is required to attach the identity proof and ownership/ occupancy proof and no objection certificate from owner in case of tenant with the application.
  • There should not be any outstanding dues towards the Board against the property on account of water/ sewer/ development/ infrastructure charges etc.
  • In case there are more than one occupier/ owner then the outstanding arrears/ dues in respect of the share amount will be paid by the applicant. ZRO will assess and prepare a site report before levy such share amount.
  • Applicant is bound to abide by the conditions mentioned in the application form and is required to pay the fees, security deposit or any other charges as applicable or as may be levied by the Board from time to time. The sanction of connection in any premises does not acknowledge or confer any title, ownership or occupancy right in favour of the applicant.
  1. Water shall be supplied, subject to technical feasibility, through sanctioned appropriate sized ferrule in consonance to the estimated water consumption of the consumer.
  2. Subject to the fulfillment of above mentioned requirements and approval of ZRO/ competent authority, a new connection may be sanctioned. Applicant is required to make payment of the demand raised by the ZRO office, which shall be deposited within a period of fifteen days failing which a fresh bill will be issued.
  3. The consumer will be given a boring date and time by ZRO under intimation to JE concerned when the consumer is required to get connection installed on the Board distribution line through a licensed plumber or any agency having licensed plumbers of the Board. Execution of the work by other than a licensed plumber shall lead to levy of penalty provided in Schedule IV of the Act.
  4. Wherever it is found that the installation of connection has been done in contravention of the sanction, such as fixation of ferrule of a size other than the sanctioned one, or through unauthorized person or the work is executed on any other date than the prescribed one, such boring will be treated as unauthorized and the sanction is liable to be withdrawn, in addition to imposition of penalty as provided in Schedule IV of the Act. Provided that in case consumer gives sufficient reason for not executing the work on the specified date he may approach ZRO within 15 days, giving reasons for the failure and request for grant of another boring date, in which case, ZRO upon being satisfied, may give new date for boring.
  5. In case of detection of unauthorized connection at the property, where connection has been applied for, consumer is required to get such unauthorized connection regularized first in applicable category by paying penalty, water charges for three years and water connection charges, failing which such connection may be cut off, besides issuance of challan and withholding of sanction for new connection.
  6. It would be open for the Board to provide a certificate in respect of the availability/ adequacy of water and sewer system in a property for purpose of sanction of building plan by the Municipal Corporations of Delhi/ DDA or any other competent authority

(C) FOR WHICH CATEGORY APPLICATION IS TO BE MADE: -Board shall classify consumers in different categories according to nature of use of water and/or activities undertaken at the premises of the consumer for the purposes of tariff.
The broad classification is as under:-

A) RESIDENTIAL :Water supplied to such plot/property which is used purely for residential purpose.
B) INDUSTRIAL/COMMERCIAL :-Water supplied to plot/property where intensive use of water is envisaged such as institutes, hospitals, schools, offices, office complexes, Railway Stations/ yards, Police Stations, Airports, Bus- stand, Petrol Pumps, Hotels, restaurants, clubs, marriage halls, industry, cooling plants, factories, ice cream factory, amusement parks dhobi ghat etc.
C) WATER SUPPLIED TO PROPERTIES HAVING PROVISION OF EITHER RAIN WATER HARVESTING OR WASTE WATER RECYCLING OR BOTH :-

  1. Such plot/properties which are having area of 500 square meter or more and having installed functional rain water harvesting system or waste water recycling system, shall be granted rebate of 10% in the total bill amount and 15% if both the above systems have been set up and functional.
  2. If the Rain Water Harvesting system is adopted by a society then the individual member of that society will be entitled to above mentioned rebate in water bill.

The area Zonal Engineer or such other suitable agency as authorized by the board will provide a functional certificate in respect of the above systems mentioning therein that substantive portion of the plot/ property has been covered as far as Rain Water Harvesting is concerned. Similarly, he will certify that substantive quantity of the waste water generated has been recycled by the consumer. A certificate will be issued after every six months.

(D) GROUP HOUSING SOCIETIES: -

  1. The Developing Agencies, before laying of water supply services, are required to get the Water Supply Scheme approved from the Planning Circle of the Delhi Jal Board located at Varunalaya Phase-I, Karol Bagh, New Delhi.
  2. The water supply scheme is to be submitted in five sets, along with the hydraulic calculations and other details as under: -

    Remarks
  1. After scrutiny of the scheme by Planning Circle and deposit of necessary Central Storage Charges @ Rs.2/- per litre of the total daily average water requirement, approval is conveyed to the developing agency indicating size of ferrule/connection and conveyance main upto the proposed water tank to be constructed by the developing agency. The approval is conveyed within 10 days of deposit of Central Storage Charges.
  2. On approval of the scheme by the Planning Circle, the Developing agency is required to apply for sanction of water connection in the office of Zonal Engineer (Water) of the area. The water connection shall be sanctioned within 30 days.
  3. The developing agency is required to lay and maintain the ferrule connection and conveyance main upto the reservoir.

(E) TIME LIMIT FOR SANCTION OF NEW WATER CONNECTION:- If ZRO is satisfied that application in complete and Subject to clearance of pending dues, arrear, development charge and infrastructure charges.
Applicable water connection will be sanctioned within 35 days.

2. REGULARISATION OF UNAUTHORISED WATER CONNECTION Application can contact ZRO concerned, following charges are applicalbe :-

  1. The consumer will have to pay enhanced penalty / charges together with cumulative water charges for 3 years as under, apart from facing the risk of disconnection of water connection.
  2. Penalty of Rs.3000/- per unauthorized connection.
  3. Water Charges per month for the respectively Category for the past three years.
  4. Water Development Charges, wherever applicable. (Rates of Development charges have been indicated separately in this book.)
  5. Infrastructure Charges in case plot-size is 200 sq. mtr. or more.
  6. Usual initial charges such as opening fee, water advance and R.R. Charges etc.

3. WATER METERS SECURITY
I. FOR ALL CONNECTION OF DOMESTIC, COMMERCIAL AND INDUSTRIAL CATEGORY, WATER METERS SHALL BE INSTALLED BY THE BOARD AGAINST DEPOSIT OF METER SECURITY WHICH, AT PRESENT IS AS FOLLOWS:

However, in case of domestic meters of size 15 mm, the consumers can install their own ISI meters like Rahul, Chambal, Anand Sahi, Capstan, NB, Actaris,Sanchuan, Elster Model-M-120, Elster Model-M-170, Kranti, Crescent in which case they are not required to deposit the Security Charges.

II. WATER METER TESTING In case a consumer apprehend that his meter is running faster or/and faulty, he can contact ZRO concern and get his meter tested after making application and payment of testing fees which are :-

4. SUPPLY OF WATER TANKERS

(RAIN WATER HARVESTING OR WASTE WATER RECYCLING) Consumers having 2000 Sq. yards or more plot size area, get 10% rebate on

Sewerage Maintenance Charge:-60 % of Water Consumption Charge.
WATER CESS CHARGE:-@ 2 Paise per Kl.
LATE PAYMENT SURCHARGE:-5% of total bill amount.


FREE WATER SCHEME:-In case of domestic consumers having functional water meter, if consumption is up to 20 KL per month then it is covered under free water scheme.
DOMESTIC (CATEGORY-I)
Rates for water charges 1) The second part of the tariff is volumetric Water Charges is based on actual consumption and to be calculated as 1.5 B X . Hence, the bill will be calculated as follows:- P= M + 1.6 B X Where, M= Minimum service Charges
B= Block tariff rates per KL. X= Units consumption in KL. P = Total Bill. • M =MINIMUM service CHARGES. (Rs.) • B= Block tariff rate per KL (Rs./Kl.) • X= Units consumed in KLs. (Number) 2) 60% of water consumption charges is towards sewerage maintenance. 3) In addition, Water Cess Charges shall continue to be recovered at the previous rate of 2- paise per Kl. till revised by the Central Govt./ DJB. 4) Meter Maintenance (Rent) charge @ Rs. 10.00 PM in case of DJB supplied water meters after expiry of warranty period.

6. SURCHARGE LEVIED IN ALL CATEGORIES
5% surcharge is levied if payment is not made within specified date. Surcharge is payable on the total due amount.
7. RATE OF WATER DEVELOPMENT CHARGES- Delhi Jal Board charges water and sewerage development charges from Unauthorized/Regularized colonies.
However, villages and bonafide residents of extended area of village under Lal Dora are exempted from depositing the
Development Charge. Rate of water development charge is as under: -

14. SOME DO'S & DON'TS FOR PROPER UTILIZATION AND CONSERVATION OF WATER- DO'S.....

  1. Use I.S.I. marked G.I. Pipes and fittings.
  2. All fittings and works should be got done through Qualified Plumbers only.
  3. All fittings/pipes, from connection points onwards, be got checked periodically to detect leakages /contamination.
  4. Old rusted service pipes be replaced immediately to avoid contamination of water/damage to the building and wastage of water.
  5. To avoid overflow and wastage of water, Ball Cocks are provided in Over Head/Underground tank.
  6. All leakages are plugged immediately.
  7. Storage tanks should be cleaned and disinfected periodically.
  8. Store water in a tank on ground floor and then boost to the upper floors.
  9. Water container should be kept clean and covered.
  10. Small size flush cisterns with regulatory mechanism for release of water should be used.
  11. To avoid inconvenience, please pay water charges bill regularly before due date.
  12. Conserve water, as every drop of drinking water is precious.


DON'TS.....

  1. Never use booster pumps directly on service pipe to avoid contamination of water due to suction.
  2. Water line should not pass through sewer manhole or open drain.
  3. Water from damaged hydrants should not be used.
  4. Don't use potable water for washing of floor / cars / animals and gardening etc.
